In the early 1950s Surf City, the hub of Topsail Island, is a fisherman’s  paradise. Mother Nature’s Hurricane Hazel has something to say about that, and so does Pearl Rosell. Her life and livelihood are wrapped up in that burgeoning town, where the lines of right and wrong are often blurred.
